About HLCIT

High Level Commission for Information Technology (HLCIT) is an apex body formed under the chairmanship of Rt. Hon. Prime Minister of Nepal with a view to providing crucial strategic direction and helping formulate appropriate policy responses for the development of ICT sector in the country as well as harnessing these technologies to meet key developmental challenges including governance reform and catalyzing economic growth for poverty reduction.

The government of Nepal strongly believes that its efforts in macro-economic and governance reform arena stand to benefit immensely from proper harnessing of recent advances in the technological domain notably, Information and Communication Technologies (ICTs). The fact remains however that the technologies on their own devoid of enabling institutional, policy, and regulatory environment will fall short of producing intended developmental outcomes. This clearly defines the context within which National IT Policy and Strategy of the Government of Nepal was announced in the year 2000. These policy provisions lay down a comprehensive framework for the development of IT sector in the country. Among others, the policy envisages the creation of a number of high level institutional entities to provide a direction and leadership for the development of ICT sector in the country.

OBJECTIVE
The key objective of the commission will be to oversee the implemantation of National IT Polilcy and strategy as well as to provide strategic policy direction and support to the government in concert wifth its vision to build a knowledge-based society by creating enabling environment for the development and growth of knowledge based institutions and industries. The operational ambit of the Commission will also include playing a key role in formulation of appropriate policy instruments in concert with the dynamism that characterizes the ICT sector and strategies aimed at harnessing information and communication technologies for development, economic growth and poverty reduction.

Duties and Responsibilities

  • To provide related policy feedback and support on a regular basis to the Government of Nepal by maintaining close relationship with the private sector, academia and donor community.
  • To help promote innovation and R&D works in the IT sector within a larger purview of enhancing competitiveness and advocate for policy, regulatory and institutional initiatives aimed at enhancing quality of human resources including standardization of textbooks and training programmes provided by the public and the private sector institutions in the ICT sector.
  • Provide quality control support to the government by helping articulate and enforce quality standards of ICT related educational institutions established through private, public-private partnership and foreign investments arrangements. Also help forge alliance with international institutions in order to ensure production quality ICT workforce.
  • Establish, develop, assist and mangage existing s well as future physical and virtual IT parks within the kingdom. In line with the national IT policies and strategies, develop strategies and programmes aimed at making IT services available to the rural areas where private sector involvement is less likely.
  • Help Nepali IT firms promote their product and services in the international markets. 
  • Help enhance prospects of economic growth and poverty reduction by developing and promoting E-commerce based implementation and advocating for creation of an enabling infrastructure.
  • Encourage national and foreign investments to build/develop IT infrastructure. 
  • Act as promoter, facilitated and regulator to develop the IT sector and create conducive environment for increased participation of the private sector.
  • In conjunction with National Planning Commission, government line ministries, private sector, donor community, professional organizations, academia and research institutions, prepare national IT plans/programs, and ensure their implementation. Help create synergies by providing coordination support to IT related programs run by government and donor agencies.
  • Help mobilize foreign direct investment and technology transfer arrangements for the development of IT sector in the country by cultivating networking arrangements and relationship with governments, companies, enterpreneurs and international development agencies.
  • Help prepare requisite legal, regulatory and operational instruments in the form of acts, regulations and guidelines within the larger purview of development and growth of ICT sector in the country.
  • Provide other ICT related support to the Government of Nepal
